Is there any explanation provided in the 800gmat paper for option B? Seems like we need to ping the experts on this one...!!!

The correct answer is B.subject/verb agreement,pronoun agreement and concision!!
Couldnt understand!!

Certainly we need experts to help us on this , but this is my try:
Subject /verb agreement: People in the Philippines uses Englog – A & D could be eliminated.
Pronoun reference: C could be eliminated: use Englog, an informal type (of English merged with Tagalog words), the most commonly spoken form of them – englog is singular/ them is plural.
Concision: Probably this might favor B over E.
Below is the sentence which I found on net. The question, probably, should have been modeled after this sentence.
Englog, in the Philippines, is an informal form of English infused with Tagalog words, a popular type of which is called Konyo English. Akin to this is Taglish, which in turn, is Tagalog infused with English words.

I am confused between B and C. E couldn't be the answer because of the semicolon. The second phrase is fragment.

IMO E
In B which is refferring to what is not clear and in E the fragmented sentences makes complete meaning.
