Please clarify - number of undergraduate degrees

The number of undergraduate degrees in engineering awarded by colleges and universities in the United States increased by more than twice from 1978 to 1985.

    (A) increased by more than twice
    (B) increased more than two times
    (C) more than doubled
    (D) was more than doubled
    (E) had more than doubled

I think the ans is D

A is not correct, I guess use of twice is not correct.

B is wrong, 'by' is missing.

C is wrong, auxiliary verb is missing.

    D seems ok.

E is wrong, 'had' seems to be wrong.

Seems to be easy. Why not to use simple form as it's in C? Sometime in the past happened smth - number doubled. D is completely wrong, the number is active as here passive (was) voice is used. Was could be correct if it had been said that the number in X was twice the number in Y. There's no need to use past perfect as it's in E
    C
